Price study
New-build house prices in England: price study (July 2023 to June 2025)
This study sets out the recorded sale prices of new-build homes in England, taken from HM Land Registry Price Paid Data. It covers transfers from 1 July 2023 to 30 June 2025, extracted on 28 September 2026. It shows historic recorded sales, not homes currently for sale, and it is not an affordability or eligibility measure.

The median recorded price of a new-build home sold in England between July 2023 and June 2025 was £355,000 (139,967 sales; middle half £270,000 to £469,995).
Across England the median new-build sale price was £355,000, against £290,000 for established homes sold in the same period, a median difference of +22%. The two groups have different mixes of property types, so this is not a like-for-like comparison.
Property type mix, England
The two groups are not the same kind of home. The table gives each group's share of sales by property type, rounded to whole percentages. The established-home group is every recorded sale of a home that was not new, with the same filters and dates (1,320,810 sales).
| Property type | New-build | Established |
|---|---|---|
| Detached | 45% | 24% |
| Semi-detached | 26% | 30% |
| Terraced | 9% | 28% |
| Flats and maisonettes | 20% | 18% |
Among the 9 regions of England, the median recorded new-build sale price for sales between July 2023 and June 2025 was highest in London (£612,425) and lowest in North East (£259,995). The same two regions were highest and lowest when the window was moved 6 months earlier, and when Category B new-build sales were added.

Regional figures are pooled from individual sales, not averaged from council figures. The median difference compares new-build and established medians and is not like-for-like: the two groups have different property type mixes.

Registration lag: why the study stops at June 2025
A new-build sale is not always recorded in Price Paid Data soon after the transfer. The study window covers transfers dated 1 July 2023 to 30 June 2025 inclusive. New builds register with HM Land Registry roughly 9 to 15 months after transfer, so the most recent months are incomplete and are excluded.
The 28 September 2026 files hold 430 new-build sales for December 2025 against 8,823 for December 2024. For established homes the same files hold 53,794 sales for December 2025 and 56,575 for December 2024.
The study window therefore ends in June 2025. The table below counts recorded Category A sales in England by month of transfer, as held in the files extracted on 28 September 2026. The bars show the new-build counts on one scale.

Method
Recomputed on 29 September 2026 by a second implementation: a separate Python script, written by Claude Code, that shares no code with the build. It matched all 306 areas exactly and matched the sorted list of new-build prices for each of 296 councils. This is a cross-check of one implementation against another, not an external audit. A sample of 30 source records was reviewed by Claude Code, with 0 discrepancies.
Which sales are counted
Recorded sales in HM Land Registry Price Paid Data with Old/New = Y (new build), PPD category A, record status A, property types detached, semi-detached, terraced and flat/maisonette, in England, by date of transfer.
Same filters and window as the new build population but Old/New = N. Used only as a comparator.
What was left out, with counts
- 3,153,280 rows were read from the yearly files and 2,985,421 passed the checks below. 167,859 rows were excluded.
- Excluded rows by reason: Malformed row 0, Missing transaction ID 0, Price not a positive whole number 0, Date not valid 0, Record status other than A 0, Property type other (O) 167,859, Property type not recognised 0, Old/New flag not recognised 0, Transaction category not recognised 0, Duplicate transaction ID 0.
- In the study window there were 144,503 new-build Category A sales. 29,671 new-build Category B sales are not part of the study. Category B is a transaction category, not an indicator of a new build.
- Of the 144,503 new-build Category A sales, 139,967 were in England, 4,534 were outside England, and 2 could not be matched to a postcode.
Geography
Postcodes were matched to ONSPD August 2026. Council boundaries follow LAD April 2026 (lad26cd), and council names come from the ONS names and codes file 04_25. Postcodes are matched to the ONS Postcode Directory (terminated postcodes included) on an uppercase key with whitespace removed. England is country code E92000001. Rows that do not match are counted, never reassigned. 99.9986% of the new-build sales in the study window matched a postcode, against a minimum of 98% required before publishing. 13 matched through a terminated postcode. England postcodes with no local authority code count towards England and (where present) their region, but not towards any local authority.
Match rate by group of sales, each checked against the 98% minimum before publishing:
- New-build sales in the study window: 99.9986%
- Established-home sales in the study window: 99.9764%
- New-build sales in the earlier check window: 99.9974%
- shiftedEstablished: 99.9807%
- New-build sales including Category B: 99.9455%
Unmatched sales cannot be placed in any area, so the study cannot measure how complete each area is. It gives a cautious limit instead. At most 2 new-build sales in the study window could not be assigned to any council, so any area's new-build count could be too low by at most that number. For the established-home group the limit is 329 sales. The limits are deliberately generous, because those sales may not be in England at all.
Each yearly Price Paid Data file was checked before use: it must not be empty, must contain valid rows, must hold only transfer dates from its own year, and must cover every month the study needs. A file that fails any check stops the build. Every source file was also fingerprinted with a SHA-256 checksum, listed under sources below.
How figures are calculated
Median, 25th and 75th percentile use linear interpolation between order statistics (type 7), rounded to whole pounds. Regions and England are pooled from transactions, never averaged from local authority medians.
Sample flags: insufficient: fewer than 50 transactions (median and quartiles suppressed); small: 50 to 99; ok: 100 or more.
Median difference: median difference, not like-for-like. New build median minus established median as a percentage of the established median, rounded. Null unless both samples have at least 100 transactions and the area is not lag sensitive.
Sensitivity checks
The figures were repeated for a second window, 1 January 2023 to 31 December 2024, which is 6 months earlier. An area is marked sensitive to registration lag when moving the window six months earlier triggers any of these reasons: the new build median moves by more than 5% between the primary and shifted windows; the new build sample flag (insufficient, small, ok) differs between the windows; a region's rank by new build median moves by more than 1 place among the nine regions; the median difference against established homes moves by more than 5 percentage points; a median difference that would publish cannot be re-measured in the shifted window, which needs at least 100 established sales there. 81 of 296 councils and 0 of 9 regions are marked sensitive. Where an area is marked, prices are shown as recorded and the median difference and any ordering are not. The England new-build median for the earlier window is £352,995.
A second check adds the Category B new-build sales to the England figure. The median becomes £336,175 across 169,159 sales.
Unusual prices
No outlier exclusion is applied. The study discloses per-region minimum, maximum, and counts below £10,000 and above £5,000,000. For England the lowest recorded new-build price is £32,700 and the highest is £68,250,000. 167 sales are above £5,000,000 and 0 are below £10,000. They are included in every figure above.
What the study cannot tell you
- It does not describe homes currently for sale, or any price a home will sell for.
- It does not adjust for size, condition, specification or the part of an area a home is in.
- It does not explain why prices differ between areas or between new-build and established homes.
- It does not include sales that have not yet reached Price Paid Data, and it is a record of the past.
- It is not financial, mortgage or legal advice, and it does not test whether any person or purchase meets the rules of any scheme.

Buying a new build? Run a free preview for the exact address
This study shows prices by area, not the condition of any one home. The free preview checks flood risk, EPC rating, crime, tenure and air quality for a single address. A plot with no address record yet may show little.

Published by MyPropertyScan and written by Ziad Nasr, who is accountable for its accuracy. No page here is written or reviewed by a chartered surveyor, conveyancer or regulated adviser, and we do not claim otherwise.
This page is not:
- Chartered surveying: we do not inspect properties or produce RICS Home Survey reports
- Legal advice: we do not act as conveyancers or advise on title, tenure or contracts
- Mortgage or insurance advice: we are not regulated by the FCA and give no recommendations
Every figure on this page is read from the study's data file, which is produced from the sources listed above. Pages are updated when source coverage, survey cost assumptions, or lender and legal requirements materially change. Dataset limitations are set out on the methodology page.
